AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, States Dutch Watchdog

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has reported, raising alarms about a possible risk to democratic processes just over a week before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a analysis published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the stances of these parties, the report pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The vice-chair of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their political views, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”

Voting Background and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be keenly observed across the continent for the performance of the PVV.

The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, implying the runner-up party is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
