A Alert to Keir Starmer drawn from His Own History: If You're Not Bold regarding Britain's EU Exit & the EU, His Party Challengers Shall Be.

Back in 2018, a mere eight words to ignite the party's annual gathering and to show Labour was becoming disillusioned with its then leader. Although not precisely soaring oratory, the words were greeted with wild cheering as delegates rose in an impromptu ovation.

When the noise subsided, Keir Starmer, remained at the lectern, blinking in surprise. He wasn't really accustomed to his addresses producing such a reaction. His statement was simply: "Nobody is ruling out remain as an option". But context is everything.

In that deeply polarized period of 2018, straying from his agreed text like this was inevitably viewed as issuing a challenge to Jeremy Corbyn, who sought to prioritize Brexit voters in working-class seats over the pro-European instincts within Labour. With that single address, this grey-suited opposition Brexit spokesman was transformed – if only for a while – into a risk-taker who would stand up for the party's base against a leader he would later replace.

The Shift of Stance & Settled Issues

In the years since, the landscape has shifted, not least to Starmer himself. One of his first acts after taking over in 2020 was to declare the Brexit issue was resolved by the previous year’s national vote. And, at the last one, he repeatedly emphasised manifesto “red line” promises that ruled out rejoining the EU, the single market or a customs union.

Like his predecessor, his strategy has focused on winning Brexit-y voters in key seats, even if polling evidence suggests many of them have died or changed their minds.

Pressure Building on the EU

Yet, the tables have turned and Starmer is now to face the pressures of being a party leader. While EU relations is no longer the central crisis of British politics, the cap which was tightly sealed for five years is starting to loosen again.

Both Starmer and Rachel Reeves have ramped up their language about the devastation caused by Brexit has caused to the UK’s economy. This serves as an effective tool with which to beat Nigel Farage, who now rarely mentions how leaving the EU was his primary goal and remains his only real achievement.

And yet, the extent of the economic harm, which by some estimates has resulted in an economy that is between 6% and 8% smaller than if it were still in the EU, dwarfs the minor adjustments so far offered by the government. Starmer’s so-called re-set deal negotiated with the EU in 2024 provides gains measured in fractions of a percent.

Cabinet Divergence & Bolder Ideas

The chancellor is one of those trying to overcome entrenched Home Office resistance to a broader scheme of a growth-enabling youth mobility scheme allowing young people can travel between Britain and Europe to study or work.

David Lammy muses openly regarding the “self-evident” benefits of being in a customs union with the EU, as several Labour backbenchers, such as the head of the Treasury select committee, recently voted for a Liberal Democrat motion on customs union membership.

While the Europe minister, the minister in charge of EU policy, now present at all cabinet sessions, maintains the red lines remain unchanged, there are ways to work around them. A proposal involves declaring the commencement of negotiations now on a much bolder deal, to be featured in the next manifesto, with implementation only if securing a new electoral mandate.

The Prime Minister's Fundamental Scepticism

Yet, Starmer has lately been pouring cold water on the idea by warning a return to an EU customs arrangement would “unravel” the trade pacts with the US, which he regards as key accomplishments of his premiership.

Reportedly that the PM’s scepticism go still deeper, and is rooted in several key concerns.

  1. Firstly, he believes a customs pact is now much harder because his ministers busily de-aligning from European rules across a range of sectors, including the environment.
  2. Second, the exorbitant price demanded from Britain to join the EU’s new defence fund and the ensuing failure of negotiations has led UK negotiators that former EU partners have little interest in offering favorable terms to the UK than in demonstrating that Brexit does not work.
  3. Thirdly, America's latest security doctrine, praised by Moscow, is viewed by some influential figures in Number 10 as grounds for the UK to maintain distance from Europe.

A Bizarre Strategy & Strategic Considerations

This bizarre and terrifying document claims Europe faces “civilizational erasure” because of Muslim migration. It includes only one reference to Britain, found on a suggestion that the US government may interfere in our politics to foster the growth of nationalist movements.

However, instead of deciding that this makes the US an unreliable partner, ministers is worried that deeper EU integration would destabilise geopolitics further by endangering precarious American backing for Ukraine, Nato and much more besides.

Succession Chatter and The Echo of 2018

This situation returns us to 2018. The PM has consistently stated that address was not an attempt to become leader but simply an effort to keep open the possibility of remain being on the ballot paper. In fact, back then, he still supported a “bespoke customs union deal” of the kind he now appears to be opposing.

Observers within the Prime Minister's office have noticed that the Health Secretary, widely considered would be a candidate for the leadership, is among a group of senior ministers signaling they desire greater ambition regarding the EU.

Staff for Angela Rayner, another likely contender in a contest for the top job, maintain she won’t discuss her stance regarding a customs pact because it would only “fuel unnecessary gossip”.

The Obvious Risk and A Prudent Memory

The danger is obvious. If Starmer rules out more meaningful steps towards EU alignment, he allows rivals to occupy the space where most of the party's supporters reside.

It would be prudent of him to remember the effect that a short phrase had for him seven years ago. There are options for a major proposal on EU relations that the prime minister ought to consider; he should prise them open himself, before someone else adopt them as their own.
